Application for authorisation of animal experiments

If you wish to carry out animal experiments, you must obtain authorisation from the competent authority before starting the experiment.

Animal experiments are interventions or treatments

  • for experimental purposes on animals if they may be associated with pain, suffering or harm to these animals,
  • for experimental purposes on animals that may result in the birth or hatching of animals that suffer pain, suffering or harm,
  • for experimental purposes on the genetic material of animals if they may cause pain, suffering or harm to the genetically modified animals or their carrier animals,
  • which are carried out for the production, extraction, storage or propagation of substances, products or organisms, or

by which organs or tissues are removed in whole or in part for scientific purposes or which are used for education, training or further training purposes.

Details

Prerequisite

  • The test is essential and cannot be replaced by alternative methods. It has not been carried out in this way to date, and a gain in knowledge has been plausibly demonstrated.
  • personnel requirements are met: If you manage, plan and conduct animal experiments, you must provide evidence of expertise, in particular with regard to the stressful interventions and treatments, in relation to the intervention and the animal species
  • the necessary premises, facilities, equipment and other material resources are available
  • for the keeping and breeding of laboratory animals in laboratory animal facilities, an additional licence is required for the relevant animal species in accordance with Section 11 of the Animal Welfare Act.

Procedure

Once you have submitted the required documents, they will be checked for formal completeness. You will receive a formal confirmation of receipt. In addition, an opinion will be obtained from the responsible animal welfare officer. The application will then be submitted to the commission in accordance with Section 15 TierSchG for assessment at the next possible meeting. The opinion of the commission will be taken into account accordingly during the review by the competent authority. If there are any queries or need for clarification, you will be asked to comment on this in writing before a final decision is made.

Deadlines

The deadline for a decision on the application only counts once all the necessary information has been provided. Missing documents will be requested subsequently.

You may only begin the animal experiment after receiving the authorisation.

Costs

In accordance with the Baden-Württemberg Administrative Fees Ordinance or the fee statutes of the authorities responsible under state law.

Processing time

The competent authority must notify you of a decision on the application within 40 working days of receipt of an application that complies with the animal welfare requirements. The deadline can be extended once by up to 15 working days. The clarification of open questions leads to a suspension or suspension of the deadline. Even after the above-mentioned deadline has expired, the experimental project may only be started once authorisation has been granted.

Miscellaneous

  • Animal experiments that are required by law are subject to the simplified authorisation procedure.
  • Experimental projects in which decapod crustaceans are used are subject to notification.
