Reimbursement of costs and allowances for municipal disability officers Authorisation

According to the State Disability Equality Act (L-BGG), the municipal and rural districts in Baden-Württemberg are obliged to appoint municipal disability officers in a full-time or honorary capacity. On the basis of the Administrative Regulation of the Ministry of Social Affairs on the Reimbursement of Costs and Granting of Funds for Representatives for the Interests of People with Disabilities in Municipalities and Districts(VwV kommunale Behindertenbeauftragte) , the state of Baden-Württemberg supports the appointment of honorary and full-time municipal disability representatives with state funds. The districts receive a reimbursement of costs of EUR 3,000 per month or EUR 36,000 per year for the voluntary appointment of a representative for the disabled, and an additional grant of EUR 3,000 per month or EUR 36,000 per year for the appointment of a full-time representative for the disabled.

The municipal disability commissioners realise the equality of people with disabilities, involve people with disabilities in municipal decision-making processes and develop measures that can improve their living situation. The municipal commissioners for people with disabilities therefore play a connecting and coordinating role between administration, politics and society. The primary task is to introduce disability policy structures into administrative processes at an early stage, to provide impetus and initiate processes for the equal participation of people with disabilities.

Prerequisite

All urban and rural districts in Baden-Württemberg that have appointed honorary or full-time municipal disability officers can apply for state funding in accordance with the VwV kommunale Behindertenbeauftragte kommun ale Behindertenbeauftragte.

Procedure

1. Log in with your service account at www.service-bw.de.

2. Enter the town or postcode of your urban or rural district and select the appropriate online form:

  • The online application if you would like to apply for state funding for the appointment of municipal disability officers or
  • the online where-used list if you received state funding for the appointment of a municipal disability officer in the previous year.

3. Complete the online form in full.

4. After submitting the form, you will receive an automatically generated confirmation of transmission.

Deadlines

Entitlement to the state funds begins at the earliest on the first of the month in which the application is received by the Ministry of Social Affairs and the municipal disability officer actually starts work. In order to apply for the entire year of approval, the application must be received by 31 January of the year of approval.

The state funding for municipal disability officers is paid out in one instalment (or two instalments in the case of full-time municipal disability officers) on 30 June of the respective approval year.

Proof of use must be submitted by 30 June of the year following approval at the latest.
